• The Contest is open to all filipinos citizens, regardless of age, gender and location, upon submission of the entry.
  • Participants must adhere to the quarantine rules and regulations of the Philippine goverment when producing their entry.

General Mechanics

  1. Competition period is from 12:01 of July 1, 2020 to 11:59pm of September 18, 2020.
  2. Participants are required to e-register for free using the contest entry form at the contest's official website at and agree to the contest's mechanics and terms and conditions. Once this is accomplished, the confirmation email will be sent to the registered e-mail of the participant.
  3. The entry form must be accomplished completely at the website ( which includes the following:

    Personal information of the participants such as the following:
    1. Full name (first and surname)
    2. Registered address
    3. Mobile number
    4. Email address
    5. Facebook URL

    Any personal data you have provided to us or we have collected during the registration process will be handled in accordance with Republic Act No. 10173 also know as the Data Privacy Act of 2012.

    Entry Specification such as the following:
    1. Film title
    2. Genre
    3. 250-word story synopsis
    4. List of names of the talents and crew involved in the pre-production, production paper, and post-production
  4. Together with the entry form, participants should submit a scanned copy of his or her valid ID.
  5. Production of entry should adhere to the following guidelines:
    1. Storyline must explore with the theme ‘life in quarantine’ and must be an original concept and story that is unpublished and not posted nor streamed on any digital or print platform. Storyline derivation from fictional or non-fictional protected property/ies will not be accepted. Any copyright infringement is a basis for disqualification.
    2. Entry should be shot using a mobile phone.
    3. Entry should be in HD file (MP4 format) and must have a minimum resolution of 720p. This could be in either landscape or portrait orientation
    4. Running time of the entry is between five (5) to ten (10) minutes.
    5. Opening and/or closing credits is optional.
    6. Dialogues should only be in Filipino and English. Should there will be languages aside from Filipino and English, subtitles must be provided.
    7. Entry must be submitted through a Vimeo link to be shared in the online registration form.
  6. All entries should be classified as G (General) and meet the following criteria:
    • Theme –
      The film should not contain violence, threat, abuse, horror, or other themes that may cause fear or disturbance to a young child’s mind.
    • Language –
      The film may contain dialogue or other word representations beyond polite language, but profane, offensive, and sexually-suggestive language or gestures shall not be allowed.
    • Nudity –
      The film may contain occasional, as well as natural non-sexual nudity.
    • Sex –
      The film cannot contain and depict sexual activity.
    • Violence –
      The depiction of any violence must be mild, brief, infrequent, and unlikely to cause undue anxiety or fear to young children.
    • Horror –
      The depiction of horror and frightening scenes should be mild, brief, infrequent, and unlikely to cause undue anxiety or fear to young children.
    • Drugs –
      There shall be no depiction of, or reference to, prohibited drugs or their use.
  7. The entry form and requirements must be submitted through the website ( on or before September 18, 2020 (Friday) – 11:59 PM. The entries will then be compiled to a Vimeo account, which will be secured until the start of screening.
  8. Screening of all entries will be done by a group of panels from the film industry, local and international. The screening will be from September 21 (Monday) to September 25 (Friday) from 10:00AM to 5:00PM.
  9. During the screening period, all entries shall be subjected to the following criteria:
    • Storytelling – 25%
      • The theme is clearly defined, and the plot is well-developed. The characters have great backstories, goals, and conflicts. The story is delivered clearly.
    • Creativity and Originality – 25%
      • The creativity and technique of the participant in the art of filmmaking is visualized in the video. The film exhibits originality.
    • Engagement – 20%
      • The film stimulates thoughts and ideas to the viewer and provokes emotional response.
    • Cinematography – 15%
      • The motion pictures through mobile phone captured a story visually. The camera shots are framed and focused. The camera angles and close-ups add meaning to the story.
    • Editing – 10%
      • The editing helps to clarify the story and enhance the pacing and flow of the story. Transitions are smooth and well-paced. The opening titles and closing credits are appealing and easily readable.
    • Audio, Music, Sound Effects – 5%
      • The audio and soundtrack complement the story. The dialogue and/or narration is clear and easy to understand.
  10. Ten (10) shortlisted entries will be the finalists of the competition.
  11. Finalists will be notified one (1) day after the end of the screening via call, SMS, and/or email. Finalists will also be announced online at the following websites:,,, and,
  12. Finalist will proceed to the final judging which will be done through blind judging on September 26 (Monday) to October 2, 2020 (Friday).
  13. A board of judges will be selected to determine the competition winners from the ten (10) finalists.
  14. During the final judging period, the finalists will be subjected to the following criteria:
    • Storytelling – 25%
    • Creativity and Originality – 25%
    • Engagement – 20%
    • Cinematography – 10%
    • Editing – 10%
    • Audio, Music, Sound Effects – 5%
      • Refers to the online votes from the website ( that the film garnered during the online voting period from 12:01am of September 26, 2020 to 11:59pm of October 2, 2020.
  15. The decision of the board of judges is final and irrevocable.
  16. The winners of the competition will receive the following in cash:
    • Grand Winner - thirty thousand pesos (Php30,000.00)
    • First Runner Up – twenty thousand pesos (Php20,000.00)
    • Second Runner Up – ten thousand pesos (Php10,000.00)
  17. Twenty percent (20%) tax for the prize exceeding ten thousand pesos (PhP10,000.00) shall be paid by Oncue Media Inc.
  18. The grand winner’s entry in the competition will automatically be an entry to the International Film Festival of Manhattan- NYC.
  19. Winners will be announced on October 9, 2020 (Friday) at the Quarancine website and social media accounts. Winners will also be notified via registered mail, e-mail, call and SMS.
  20. All prizes shall be claimed at the Oncue Media Inc’s office located at Unit 5A, Suntree Tower, 27 Sapphire Road Ortigas Center, Pasig City, 1605. The claimant should bring at least one (1) valid ID and the notification letter. If a representative will claim the prize, he/she should also bring an authorization letter signed by the winner.
  21. Claiming period is within sixty (60) days upon receipt of the registered mail. Unclaimed prizes shall be forfeited in favor of Oncue Media Inc. with prior approval of DTI.
  22. Participants below 18-years-old are deemed to have obtained the consent of their parents or guardians to participate in this competition. Upon submission of the entry, a signed letter of consent by the parents or guardians must be submitted. Only the official letter of consent template which is downloadable from the Quarancine website (Download) will be honored. Together with the signed letter of consent, participant should submit a scanned copy of the letter of consent signatory’s valid ID.
  23. Employees of Oncue Media Inc. and partner sponsors, and their relatives up to the 2nd degree of affinity or consanguinity are disqualified from joining the entirety of the competition.
